The Marqeta platform is certified with the October 2022 VisaNet Business Enhancements, effective October 2022.

Marqeta changes to support this release of Visa

October 2022 VisaNet Business Enhancements article 2.1 introduces the new Visa Flexible Credential prepaid consumer product. To support article 2.1, Marqeta now includes a new network_metadata.product_id value: VISA_FLEXIBLE_CREDENTIAL. For more information about the network_metadata object, see the Transactions response model. October 2022 VisaNet Business Enhancement article 2.14 introduces the new Visa Flexible Rate B2B Virtual Program products. To support article 2.14, Marqeta now includes a new network_metadata.product_id value: FLEXIBLE_RATE_B2B_VIRTUAL_PROGRAM. For more information about the network_metadata object, see the Transactions response model. Sierra Leone has redenominated their currency from the Leone to the New Leone. One New Leone is worth 1000 Leone. To reflect this change, Visa introduced new alpha-3 currency codes for Sierra Leone. The currency codes for the New Leone are SLE and 925. All transactions in Sierra Leone currency must use the new currency codes, effective 1 October 2022. October 2022 VisaNet Business Enhancement article 3.8 implements changes to add new values and processing rules to support the new non-payment authentication cardholder authentication verification value (CAVV) and to identify CAVV transactions with delegated trusted authentication. To support article 3.8, Marqeta now includes a new cardholder_authentication_data.authentication_status value to indicate a successful non-payment authentication transaction: SUCCESSFUL_NON_PAYMENT. Marqeta also now includes new cardholder_authentication_data.authentication_method values: BEHAVIORAL_BIOMETRICS, DECOUPLED, DELEGATED_TRUSTED_AUTHENTICATION, SECURE_PAYMENT_CONFM, and WEB_AUTHN. For more information about the cardholder_authentication_data object, see the Transactions response model. October 2022 VisaNet Business Enhancements article 4.2. To support article 4.2, Marqeta now includes a new STIP reason code in transaction payloads: network_stip_card_lost_stolen. This STIP reason code indicates that a transaction was declined by the Visa network during a STIP event because the card was reported lost or stolen. The Marqeta platform supports VisaNet Business Enhancement article 9.1.1, which changes Secure Customer Authentication (SCA) indicator usage for Visa Delegated Authentication processing. To support this mandate, the Marqeta platform now responds to the card networks to indicate whether SCA exemptions and Delegated Authentication requests were honored or not honored.

Visa changes with no impact on Marqeta

The Marqeta platform supports VisaNet Business Enhancement article 2.3, which adds new airline, lodging, debt collection, and healthcare MCCs. No changes to the Marqeta platform were necessary to support this mandate.

The Marqeta platform supports VisaNet Business Enhancement article 2.8, which implements new charge types for non-domestic settlement charges and for multi-currency settlement charges in all regions except Europe. No changes to the Marqeta platform were necessary to support this mandate. The Marqeta platform supports VisaNet Business Enhancement article 3.1, which implements changes to support sending additional risk information in application-based e-commerce transactions from secure element mobile devices that are classified as secure electronic commerce transactions. No changes to the Marqeta platform were necessary to support this mandate. The Marqeta platform supports VisaNet Business Enhancement article 3.11, which adds support for surcharge information in POS transactions originated by merchants in Canada. No changes to the Marqeta platform were necessary to support this mandate. The Marqeta platform supports VisaNet Business Enhancement article 9.1.4, which mandates that issuers support Visa Advanced Authorization. No changes to the Marqeta platform were necessary to support this mandate.

Mastercard network certification

The Marqeta platform is certified on Mastercard Release 22.Q4, effective October 2022.

Support for Mastercard Release 22.Q4 required no changes to the Marqeta platform.

Mastercard changes with no impact on Marqeta

The Marqeta platform supports Mastercard Release 22.Q4 AN 6298, which revises the standards for MCCs 4829 (money transfer) and 6540 (funding transactions). Effective 14 October 2022, Mastercard no longer permits any funding transaction MCC to be used for the funding of decoupled payments. The decoupled payment card issuer or its agent must transfer to the funding issuer the appropriate retail MCC or, when applicable, MCC 6012. No changes to the Marqeta platform were necessary to support this mandate. The Marqeta platform supports Mastercard Release 22.Q4 AN 6643, which removes an internal filter that prevented most ASI transactions from being processed by the Stand-In Authorization service. The Stand-In Authorization service will process ASI authorization requests in addition to ASI acquirer-generated authorization advices utilizing the Cardholder Authentication Service. No changes to the Marqeta platform were necessary to support this mandate.

The Marqeta platform is certified with the April 2022 VisaNet Business Enhancements, effective April 2022.

Marqeta changes to support this release of Visa

To support April 2022 VisaNet Business Enhancements article 2.8, Marqeta requires a change to your JIT gateway decline response codes for credit voucher and merchandise return authorization transactions (both represented by the refund.authorization transaction type on the Marqeta platform). Beginning in release 22.3, your JIT gateway should only use these codes in the decline_reason field when declining refund.authorization transactions: INVALID_MERCHANT, INVALID_AMOUNT, INVALID_CARD, CLOSED_ACCOUNT, SUSPECTED_FRAUD. If your JIT gateway declines refund.authorization transactions with a decline_reason not included in the preceding list, Visa would usually reject that authorization response from Marqeta and process the transaction using STIP. To avoid processing these transactions in STIP, Marqeta will now respond to Visa with response code 93 – Transaction cannot be completed whenever we decline transactions for any reasons other than the ones listed above. To support April 2022 VisaNet Business Enhancements article 3.2 data standards for OCTs, the Marqeta platform now includes the transfer_service_provider_name and payment_facilitator_name fields in the card_acceptor object in transaction webhooks, JIT Funding messages, and GET /transactions payloads. To support April 2022 VisaNet Business Enhancements article 3.9, the Marqeta platform includes the account_funding object in transaction response payloads of JIT Funding messages, webhooks, and GET /transactions API requests. To support April 2022 VisaNet Business Enhancements article 3.10, secure electronic commerce transactions now appear in transaction payloads with an electronic_commerce_indicator value of authentication_successful and a verification_result value of not_present.

Visa changes with no impact on Marqeta

The following changes in the April 2022 VisaNet Business Enhancements do not affect you or the Marqeta platform, and are presented here for information purposes only. The April 2022 VisaNet Business Enhancements mandate that Interlink issuers support changes for OCTs and fast funds processing for Interlink-only products received on network 0003 (Interlink).

Marqeta changes to support this release of Mastercard

To support Mastercard article AN-4224, Marqeta now includes a new field in the transaction payload of Gateway JIT messages, webhooks, and GET /transactions requests that contains the details of a government-controlled merchant’s country-of-origin code. This new field is named country_of_origin and is included in the existing card_acceptor object. A merchant’s country of origin can be different from the country in which the merchant is located. For example, embassies are physically located in countries that are not their country of origin: a Mexican embassy might be physically located in Singapore, but the country of origin is Mexico. This field is included when the cardholder conducts a transaction with a government-controlled merchant using a Marqeta-issued card. Marqeta supports the response code dual-message best practices for expired cards, as specified in Mastercard article AN-5926. Marqeta supports Mastercard’s domestic cash-to-card capability in Switzerland using the MoneySend Payment Transaction, as specified in article AN-5305. The new service enables cardholders to add cash to Debit Mastercard and Maestro cards at cash deposit-taking ATMs in Switzerland. When Marqeta receives an ATM cash deposit as an OCT, we populate the original_credit.transaction_type with the value cash_in.
